Hunden Partners, on behalf of the City of Manteca Economic Development Division, has issued Part I of the Request for Qualifications and Proposals (RFQ|P) to identify and select a qualified developer or developers for commercial development of the Family Entertainment Zone in Manteca, California. The FEZ comprises approximately 150 acres of City-owned land envisioned as a dynamic mixed-use destination incorporating entertainment, sports, retail, hospitality, residential, and public space uses. Please note the Revision of Deadlines and Times: 1. Written Questions Deadline: Written questions regarding this RFQ will be accepted via email to: manteca-fez-rfq-p@hunden.com until 5:00 pm PST on January 30, 2026. 2. Responses: Written responses to all questions regarding this RFQ will be provided by February, 13, 2026. 3. Site Visit: The site visit during the RFQ submittal period has been cancelled. The City may elect to host a site visit during the RFP submittal period and such information will be provided in the RFP. 4. Part 1 Submittal Deadline: Part 1 Submittal period will be open ended, and submittals will be reviewed on a rolling basis beginning February 20, 2026. The City anticipates keeping the RFQ submittal period open until such time as it enters into an agreement with one or more Proposers for the Project. Notwithstanding the foregoing, the City reserves the right to close the RFQ submittal period at any time. The City will issue an addendum at least ten (10) days prior to closing the RFQ submittal period. Part 1 Submittals received after February 20, 2026, will be reviewed by the City on an ongoing basis and any such Proposers that are deemed qualified will receive copies of the RFP on the later of the release date of the RFP or two weeks after the receipt of the submittal. Information about the release date for the RFP will be provided by addendum at a later date.
