Cloverdale Fairgrounds & Entertainment District Development Plan
Surrey’s 138-acre Cloverdale Fairgrounds master planning effort evaluated entertainment, civic, and community event opportunities to guide redevelopment, strengthen the campus’s cultural identity, and support increased visitation and growth.
Situation
The City of Surrey, Canada sought to understand how the 138-acre Cloverdale Fairgrounds campus could best be redeveloped to create a distinct cultural identity that support greater visitation and growth. The master planning effort considered opportunities for entertainment-oriented development alongside future civic amenities, community events, existing facilities, and surrounding residential areas and schools.
Approach
The City of Surrey engaged Hunden Partners team to complete a market analysis and feasibility study for the proposed Cloverdale Fairgrounds and Entertainment District Development Plan.
The main goals of the master planning effort were to:
- Identify opportunities for entertainment-oriented asset development
- Identify and propose resolutions to barriers to entertainment-oriented development
- Establish a civic district that would provide land for future civic amenities
- Ensure opportunities existed to host the rodeo and County Fair or other large outdoor community events
- Determine the best use, if any, for the existing casino/grandstand building
- Establish a buffer between developed areas and residential areas and schools
Impact
Hunden’s analysis provided a framework for evaluating the future redevelopment of the Cloverdale Fairgrounds, including entertainment-oriented assets, civic uses, major community events, and the existing casino/grandstand building. The work established planning considerations to guide the campus toward a distinct cultural identity while supporting greater visitation and growth.
